The Virginia conference is gaining momentum and The Dispatch is seeking to gain followers and supporters of the convention, educating Richmond citizens about progress within the convention. They argue that fighting "negro" suffrage was a waste of time. Simply conceding to the Union and creating a constitution that recognizes universal suffrage coupled with universal amnesty seems a better strategy.
