It has become clear that the recovery process from the Civil War and Reconstruction will take quite some time in Virginia. The Dispatch is adamant that the State's citizens accept that fact and not try to force the issue. "Gradual must be the restoration to health and the growth of vigor that are to be steady and permanent. A sudden rebound would be due to stimulation that could not endure, and would be followed by relapse." Part of this process is the advancement of the railroad systems within the state, which is crucial to maintaining and then increasing Virginia's infrastructure.
