Virginia Reconstruction. The Washington papers state that on Thursday morning the Reconstruction Committee held a meeting and agreed to report a bill establishing provisional governments in Texas, Virginia, and Mississippi. The Mississippi bill, which we publish elsewhere, will probably serve as a model for the new omnibus bill. If Congress concludes to adjourn on Monday next, this bill cannot be passed over the President's veto; and we take it for granted that he will veto it. Such an outrage upon peaceful communities ought not to be sanctioned by the President upon any pretext. It is bad enough to appoint military rulers over us; but it is both an insult and a grievous wrong to declare by law that the persons whose claims were submitted to the people and rejected at the ballot-box shall nevertheless fill the offices. It is a refinement of tyranny that will delight the heart of such wretches as Beast Butler. P. S. - The bill which the Reconstruction Committee has determined to report provides that in Virginia and Mississippi the negro State conventions are to be called together again in four weeks. Power is given them to remove all officers, from Governor down; to appoint others; to revise the registration lists; to appoint registers and judges of elections; to count the vote; to appoint a constabulary force; and, in a word, to render them absolute masters of the people. Congress becomes more and more outrageous in its action as its power is threatened by the hosts who cry for Seymour, Blair, and a change of administration. We cannot find language in which to express our idea of the malignity, meanness, cowardice, and cruelty of a body that thus tramples upon the noblest people in the world, whilst it pets the lowest race of human creatures that God has made.
