More troops withdraw from the South as Habeas Corpus is restored.

Transcription

The President will, it is said and believed, at an early day follow up his peace proclamation by a withdrawal of a large portion of the military force from the South and a restoration of the Habeas Corpus. This will deprive Congress of the pretence that the President is inconsistent in his policy.
