TELEGRAPHIC NEWS. Congressional Proceedings. Washington, May 1. Senate. The Senate was occupied with the Post-office Appropriation bill. Mr. Trumbull presented a petition of one hundred and forty-six citizens of Staunton, Va., representing that the troops having recently been withdrawn from that place, Union men are being persecuted by the rebels, and praying that the troops should be returned for the protection of loyal men. Referred to the Military Committee.
