Summary

The House of Reconstruction is expected to review the proposal to submit the Underwood Constitution to the people. Grant openly favors this plan as well as giving the poeple the right to vote on the two questionalble clauses.

Richmond Times MONDAY APRIL 5, 1869. The Virginia Question,-The House Reconstruction Committee are expected to take up to-morrow the question of submitting the Underwood constitution to the people President Grant openly favors that policy before the session ends; also that of giving the people the right to vote separately on the two obnoxious or objectionable clauses-namely, that prohibiting all persons from holding county or State offices, or serving on juries, who cannot take the Iron-clad oath, and what are known as the county organization clauses.-Doug.
