Transcription
A Change for the Better. The act of Congress just passed provides that the returns of the elections to be held soon in Virginia shall be made as prescribed by the reconstruction acts. The original bill provided that they should be made as prescribed by the Underwood constitution, which required them to be sent to the famous Underwood himself. We know not who caused this change to be made ; but in the name of the people of Virginia we thank him for relieving us from the power of this bad man.
