Transcription

The telegraph informs us that the House of Representatives on yesterday, by the decided vote of 128 to 37, passed the amendment to the Constitution proposed by the Reconstruction Committee, including the third section, which disfranchises all "rebels" so far as the election of President and of Congressmen is concerned. We have no room for comment upon this deplorable legislation.
