Summary
The income tax will be 2.5% of the income of the peoples making over $2000. This means that only 300 who will have to pay this tax out of the 14000 who voted on it.
Transcription
As both Houses of Congress have agreed upon it, the income tax hereafter is to be two and a half per cent, upon so much of every man's income as exceeds $2,000. There are not out of the fourteen thousand voters in Richmond three hundred who will have this tax to pay hereafter.
