Mr. Stubbs, a citizen, wanted to repeal an act to regulate contracts for labor between white and black people. This bill was passed.

By Mr. Stubbs : Bill to repeal "an act to regulate contracts for labor between white and colored persons, and to impose a fine on persons enticing laborers from the services of their employees under such contracts," passed Feb. 20th, 1866.
