Chief Justice Chase

Commenting on the proposed amendment to the Constitution he says a more generous proposal has never been given to people formerly in rebellion to the United States. It is unclear whether this is meant to be a critique or endorsement of the amendment.

Chief Justice Chase.--Referring to the proposed amendment to the Constitution, Justice Chase said: "A more generous, a more merciful proposition was never made to a people who have been in rebellion than the amendment proposed."
