Contracts with Negroes

Congress takes up a bill defining fair labor contracts between whites and African Americans.


"A bill to contracts for labor or service between colored and white persons, and to define what shall be a day's and month's labor" was taken up. Mr.Coleman offer to substitute. Mr.Mercier offered an amendment to the substitute. Mr.McRae moved to lay the bill, substitute an amendment on the table to be printed and referred to a committee of seven. Agreed to.
