A "schoolmarm" and a black man were walking with each other, locking arms, in the city. This alone called for the city to order an investigation.

Transcription

A Yankee "schoolmarm" was seen walking down Broad street yesterday afternoon, in broad daylight, arm-in-arm with a black buck negro. Let's have a committee of investigation from Washington.
